What the officer is deciding
Whether the applicant is admitted to full-time study, holds the required annual subsistence sum in a Norwegian student account, and will probably return home afterwards.
Every question in a Norway Study permit interview serves this one decision. An answer that does not help the officer decide it is wasted time, and in a 13-minute interview there is none to waste.
